Seat utilisation data has one job: tell you where the waste is so you can recover it. But a list of underutilised seats isn't a savings program. A savings program requires four things that utilisation data alone doesn't provide.
Dollar quantification. "This seat is at 12% utilisation" is an observation. "This seat is costing $80/month more than its usage justifies" is an action item. The difference between those two statements is the conversion from a metric to a decision. Every rightsizing recommendation needs a dollar figure attached to it before it becomes something a procurement team can act on.
Confidence scoring. Not every underutilised seat is a straightforward downgrade. A seat that was heavily used last quarter and is quiet this month might reflect a project cycle, not permanent low usage. A seat that has been below 10% for three consecutive periods with no variation is a near-certain downgrade candidate. Confidence scoring — based on consistency of the usage pattern over time — separates high-confidence recommendations from ones that warrant a second look.
One-click actioning with an audit trail. The recommendation is only valuable if it gets implemented. And in enterprise environments, implementation requires an approval workflow with a record of who approved what and when. The audit trail is not bureaucracy — it's the evidence record for the next procurement conversation and the next compliance review.
Cumulative savings tracking. A FinOps program that can't demonstrate what it has saved to date has no ROI narrative. Tracking savings locked in — by accepted recommendation, by vendor, by period — turns the program from a cost centre into a measurable return.
